You don't really need to stalk them, but tell your friend what you see and nothing more than that. You shouldn't even suggest he/she is cheating on her/him. Whether or not your friend chooses to take any further actions is another thing, at least you have done what a friend should have done.

I think same thing should be done in the both-are-best-friends case.
